Agenda

  1. Election of the Town Mayor for the Year 2025-26.
    1. To elect the Town Mayor for Year 2025-26. The Meeting will be invited to propose, second and to resolve the appointment of a Member as the Town Mayor of Stourport-on-Severn for Year 2025-26.
    2. The Town Mayor will make the Declaration of Acceptance of Office before the Town Clerk and will express thanks for his/her election.
    3. The Town Mayor will announce the person who will be Mayoress/Consort for the Mayoral Year 2025-26.

  2. To receive apologies for absence.

  3. To confirm and sign the Minutes of the Meeting of the Council held on the 8th April 2025. (Appendix 1)

  4. Declarations of Interest - to invite Members to declare any interest in any item on this Agenda.

  5. (a) A vote of thanks will be proposed to the Retiring Mayor and Mayoresses (Councillor John Thomas, Mrs Sarah Canty and Miss Maria Thomas).  A presentation of the past Mayor’s Badge and Mayoress’ Badge will be made.
    (b) Councillor Thomas will be invited to offer the Meeting a brief resumé of his Mayoralty during 2024-25.

  6. Appointment of Deputy Mayor for 2025-26. The Meeting will be invited to propose, second and to resolve the appointment of a Member as Deputy Mayor for 2025-26.

  7. To receive such communications as the retiring Mayor may desire to submit (a separate list of the Mayor’s engagements since the Council’s Meeting on the 8th April 2025 is appended). (Appendix 2)

  8. To receive the Planning Committee minutes of 6th May 2025 and approve authorisation for recommendations where applicable. (Appendix 3)

  9. (a) Political Balance (Appendix 4)

    (b) Appointment of Members to serve on the following Committees.  (Appendix 5):-
    1. Finance Committee
    2. Parks Committee
    3. Grants Committee
    4. Planning Committee
    5. HR Committee


    (c) Appointment of Members to serve on the:-
    1. Civic Hall Working Group
    2. Stourport Future Working Group
    3. Vehicle Activated Sign (VAS) Working Group
    4. Localism Working Party
    5. Contingency Planning Working Party
    6. Events Working Group

  10. Agree the Appointment of Members to serve on outside Organisations. (Appendix 6)

  11. Agree dates for all 2025-26 Town Council Meetings. (Appendix 7)

  12. To review and adopt the following:
    1. Annual Review of Standing Orders – v4 December 2022 (Appendix 8)
    2. Sickness Policy - v1 November 2019 (Appendix 9)
    3. Equality and Diversity Policy - v1 May 2023 (Appendix 10)
    4. Lone Working Policy and Buddy Form - v1 May 2023 (Appendix 11)
    5. Training and Development Policy – v1 May 2023 (Appendix 12)
    6. Clear Desk Policy - v1 May 2024 (Appendix 13)
    7. Driving for Work Policy - v1 May 2024 (Appendix 14)
    8. Grievance and Disciplinary Policy - v1 May 2024 (Appendix 15)
    9. Anti-Harassment and Bullying Policy - v1 May 2024 (Appendix 16)

  13. To receive and adopt the following:
    1. Menopause Policy (Appendix 17)
    2. CCTV Policy (Appendix 18)

  14. To receive a verbal update from Councillor T Schmeising-Barnes of the Stourport Future Working Party.

  15. Accounts.

  16. Any other business in accordance with Standing Orders.
