The Mayor welcomed Councillor P Harrison following his election to the Areley Kings West ward following a by-election in February 2020.

124.     APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors: Mrs N Martin and J Thomas.

Councillor D Little called for a point of order in relation to the last Council meeting on 11th February 2020 regarding Agenda Item No. 14 – Definitive Map Modification Order.  He stated that despite several reminders by the Town Clerk, Councillor Mrs Barnett and D Sheppard had stayed in the meeting despite declaring an interest.  Councillor Mrs Barnett replied that she had not wished to offend anyone and apologised.  Councillor Sheppard said he was sorry if he had offended Council but merely wanted to state the facts

125.     MINUTES

It was RESOLVED that the Minutes of the Meeting of the Council held on 11th February 2020 be confirmed as a correct record and signed by the Mayor.

126.     DECLARATIONS OF INTEREST       

Councillor Mrs C Barnett declared an Disclosable Pecuniary Interest in Agenda Item No. 5c, Proposed side dormer extension at 9 Briar Way, Stourport-on-Severn as she was the applicant.

Councillor D Sheppard declared an Disclosable Pecuniary Interest in Agenda Item No. 5c, Proposed side dormer extension at 9 Briar Way, Stourport-on-Severn as he was a neighbour of the applicant.

127.     MAYORS COMMUNICATIONS

The Mayor and Deputy Mayor’s engagements were circulated and noted.

The Mayor reminded Council of his charity quiz night on 2nd April and his charity Cheese & Wine Evening on 11th April 2020.

128.     APPLICATIONS FOR PLANNING PERMISSION

Consideration was given to consultations by the District Council on the following applications for planning permission, and it was RESOLVED that the District Council be informed of the Town Council response to each consultation, as set out below:

WF.20.0046/LBC – internal and external alterations to Grade II listed building to include new windows, doors and other works at 14 Lion Hill, Stourport-on-Severn, DY13 9HG.

Recommend Approval.         

WF.20.0064/FULL – Change of Use to Office (B1a) at 28 Bewdley Road North, Stourport-on-Severn, DY13 8PS.

Recommend Approval.

WF.20.0067/HOU – Proposed side dormer extension at 9 Briar Way, Stourport-on-Severn, DY13 8DT.

Recommend Approval.

WF.20.0075/HOU – Construction of a garage adjacent to the house at 20 The Ridgeway, Stourport-on-Severn, DY13 8XT.

Recommend Approval.

WF.20.0083/TPO – Fell and replace Horse Chestnut at 13 Hafren Way, Stourport-on-Severn, DY13 8SJ.

Recommend Approval.

WF.20.0096/HOU – Garden room to rear of garden at 16 Garland Road, Stourport-on-Severn, DY13 8RT.

Recommend Approval subject to conditions.

WF.20/0122/S73 – Amendments to permissions 15/0624/OUTL and 17/0104/RESE to allow alterations to the position of dwellings and other associated changes including relocation of footpath link at Vale Road Car Park, Vale Road, Stourport-on-Severn. 

Deferred.

WF.20/0151/HOU – Proposed single storey rear extension at 2 Malvern Edge Court, Areley Common, Stourport-on-Severn, DY13 0NP.

Recommend Approval.

WF.20/0152/HOU – Double storey rear extension and first floor side extension over garage.

Recommend Approval.

129.     ARISING FROM CONSIDERATION OF THE APPLICATIONS FOR PLANNING PERMISSION

It was agreed that Councillor Mrs V Higgs would speak at the Wyre Forest District Council Planning Committee on application number 19/0668/FULL – Field Rear of Cooks Nursery, Bewdley Road North, Stourport-on-Severn.  The Town Clerk would inform the Planning Officer at the District Council.

130.     DECISIONS ON PAST PLANNING APPLICATIONS

Members had been circulated with a list of the decisions of the District Council in respect of past planning applications and, it was RESOLVED that the list be noted.

131.     UPDATE FROM COUNCILLOR MRS B DAWES ON SAFER NEIGHBOURHOOD WATCH

There was no report this meeting.

132.     MEMBER CODE OF CONDUCT

The Town Clerk informed Members of the updates to the Code of Conduct which included bullying & harassment and gifts & hospitality.  It was RESOLVED that the Member Code of Conduct be adopted.

133.     UPDATE FROM THE CHAIRMAN OF THE LOCALISM WORKING PARTY

Council received an update from the Chairman of the Localism Working Party.  He informed them that discussions were ongoing with Wyre Forest District Council on localism.  There were no further recommendations at the present time but a meeting of the working party was planned.  The information was noted.

134.     ACCOUNTS

The Town Clerk reported that Accounts for February 2020 totalling £19,971.17 had been paid since the last meeting and it was RESOLVED that the reports be noted and approved.  A Schedule of the Accounts paid was appended at the end of these Minutes, in the Council’s Minute Book, and was available for general inspection.
