Minutes of a meeting of the Planning Committee of Stourport-On-Severn Town Council held in the Mayor’s Parlour, at the Civic Centre, Stourport-On-Severn held at 2.00pm on Tuesday 4th August 2026

  1. APOLOGIES FOR ABSENCE

    Apologies for absence were received from Councillor D Morris. Councillor Williams was appointed as a substitute for Councillor Morris.

  2. MINUTES

    It was RESOLVED that the Minutes of the Meeting of the Planning Committee Council held on 7th July 2026 be confirmed as a correct record and signed by the Chair.

  3. DECLARATIONS OF INTEREST

    Councillor Lloyd declared an Other Disclosable Interest in Agenda Item No. 4 (Planning Applications WF.26/0571/FUL AND WF.26/0572/OUT). Councillor Lloyd advised that he had been involved in discussions concerning the opposition to these applications.

    Councillor Schmeising-Barnes declared an Other Disclosable Interest in Agenda Item No. 4 (Planning Applications WF.0038/ACV) having previously signed a letter, along with a number of other local councillors, opposing the sale of the land.

  4. PLANNING APPLICATIONS REPORT

    Consideration was given to consultations by the District Council on the following applications for planning permission, and it was RESOLVED that the District Council be informed of the Town Council response to each consultation, as set out below:

    1. 26/0439/S73 Re-Consultation

      Variation of conditions 14 (Landscaping) and 21 (Approved Plans) attached to planning permission 23/0002/FUL to reuse the existing pool area as a patio, and make changes to the approved site plan and landscaping plan including removing T19

      Recommend approval.

    2. 26/0441/S19 Re-Consultation

      Variation of condition 4 (approved plans) attached to planning permission 23/0003/LBC to make changes to the approved site plan and landscaping plan

      Recommend approval.

      Recommend approval.

      Councillor Lloyd left the meeting at 2:06pm.

      Demolition of existing ground floor retail units, first and second floor flats and garage blocks to the rear. Erection of 18no. affordable homes with a mix of 1bedroom flats, 2Bed, 3Bed and 4bed houses with associated vehicular and pedestrian access, parking and amenity space.

  5. ARISING FROM CONSIDERATION OF THE APPLICATIONS FOR PLANNING PERMISSION

    Noted.

  6. DECISIONS ON PAST PLANNING APPLICATIONS

    Members had been circulated with a list of the decisions of the District Council in respect of past planning applications and, it was RESOLVED that the list be noted.

  7. WAITING RESTRICTIONS STAGBOROUGH WAY, STOURPORT-ON-SEVERN

    Members supported the proposal but requested that it be noted that the amended waiting restrictions would require enforcement to encourage a change in driver behaviours and promote compliance.
