Minutes of a meeting of the planning committee of Stourport-on-Severn Town Council held in the Mayor’s parlour, at the Civic Centre, Stourport-on-Severn

  1. APOLOGIES FOR ABSENCE

    Apologies for absence were received from Councillors M Freeman and R Lloyd. In the absence of Councillor R Lloyd, Councillor J Thomas was appointed as a substitute.

  2. MINUTES

    It was RESOLVED that the Minutes of the Meeting of the Planning Committee Council held on 8th July 2025 be confirmed as a correct record and signed by the Chair.

  3. DECLARATIONS OF INTEREST

    There were no declarations of interest.

  4. PLANNING APPLICATIONS REPORT

    Consideration was given to consultations by the District Council on the following applications for planning permission, and it was RESOLVED that the District Council be informed of the Town Council response to each consultation, as set out below:-

    1. 25/0510/RES - The Development of C2 Care Home and Associated Infrastructure (Layout, Scale, Appearance and Landscaping to be considered).  (The outline application was not an environmental impact assessment application.): Land At Os 381692 271240, Worcester Road, Stourport-on-Severn, Worcestershire.

      Deferred.

    2. 25/0517/LBC - All external windows and doors will be refurbished and repainted, with several requiring replacement.  Also the front of the building masonry to be refreshed/redecorated.  This is for the whole of Mercian House: Mercian House, 16 York Street, Stourport-on-Severn, Worcestershire.

      Recommend approval.

    3. 25/0522/NMA - Non Material Amendment to allow demolition to take place prior to either full or part discharge of the pre-commencement condition details being agreed first: Minerva Point, Stourport-on-Severn, Worcestershire DY13 9AS.

      Noted.

    4. 25/0527/FUL - Extension to existing carpark including alterations and reconfiguration of current carpark: Lidl Uk Gmbh Vale Road Stourport On Severn Worcestershire DY13 8YJ.

      Deferred.

    5. 25/0538/FUL - Erection of Three Detached Dwellings: 75 Mill Road Stourport On Severn Worcestershire DY13 9BJ

      Deferred.

    6. 25/0553/TPO - Remove a dead stem of a Yew Tree in our back garden, and lower the canopy of the remaining stem: 5 Beverley Court, Stourport on Severn Worcestershire DY13 8SB,

      Application had been withdrawn.

    7. 25/0548/HOU - Replacement porch and extension: 18 Prince Rupert Road, Stourport-on-Severn, Worcestershire, DY13 0AS.

      Recommend approval.

    8. 25/0533/ADV- Internally illuminated light box above front door (Retrospective): Tannery Retail Park, 29 Lombard Street, Stourport-on-Severn, Worcestershire, DY13 8EY.

      Recommend approval.

    (Deferred Planning Applications - From Previous Meetings)

    1. 25/0404/ADV3no folded aluminium fascia signs with halo illuminated Co-op logos, internally illuminated projection sign, folded tray panel opening hours sign, 5no fence/wall mounted signs & 1no lockable poster holder: 5 - 6 Bridge Street Stourport On Severn Worcestershire DY13 8XD.

      Recommend approval.

  5. ARISING FROM CONSIDERATION OF THE APPLICATIONS FOR PLANNING PERMISSION

    Noted.

  6. DECISIONS ON PAST PLANNING APPLICATIONS

    Members had been circulated with a list of the decisions of the District Council in respect of past planning applications and, it was RESOLVED that the list be noted.
