Minutes of a meeting of the planning committee of Stourport-on-Severn Town Council held in the Mayor’s parlour, at the Civic Centre, Stourport-on-Severn

  2. MINUTES

    It was RESOLVED that the Minutes of the Meeting of the Planning Committee Council held on 5th August 2025 be confirmed as a correct record and signed by the Chair.

  3. DECLARATIONS OF INTEREST

    There were no declarations of interest.

  4. PLANNING APPLICATIONS REPORT

    Consideration was given to consultations by the District Council on the following applications for planning permission, and it was RESOLVED that the District Council be informed of the Town Council response to each consultation, as set out below:-

    1. 25/0548/HOU Revised. Replacement porch and extension with replacement windows (revised): 18 Prince Rupert Road, Stourport-on-Severn, DY13 0AS.

      Recommend Approval.

    2. 25/0556/HOU – Proposed two storey side extension: 70 Lower Lickhill Road, Stourport-on-Severn, Worcestershire DY13 8RH.

      Deferred.

    3. 25/0564/TPO – Removal of a dead stem of the Yew Tree marked no. 1 on premises and reshape the remaining stem with a reduction of no more than 5 metres: 5 Beverley Court, Stourport-on-Severn, Worcestershire DY13 8SB.

      Recommend Approval.

    4. 25/0566/HOU - Single storey side extension and render to front elevation: 20 Windermere Way, Stourport-on-Severn Worcestershire DY13 8JR.

      Recommend Approval.

    5. 25/0569/FUL - Change of use of ground floor from butcher’s shop (Use Class E) to hot food takeaway (SUI Generis) and associated works. The proposed works involve the refurbishment of the existing ground floor shopfront to enhance its appearance and contribute positively to the local streetscape.  This includes careful repointing of the existing red brickwork to revive its condition and the application of a high-quality external wall paint in a soft mustard yellow to the lower section of the façade.  The update will preserve the shopfront’s original proportions while introducing a fresh, modernised finish that remains respectful of the building’s character and surrounding context.  In addition, the existing side elevation fire exit will be upgraded from an outdated sliding door to a new, fire rated pivot door.  This replacement is intended to meet current fire safety standards while offering a more secure and durable solution in keeping with the updated look of the premises. 4 York Street, Stourport-on-Severn, Worcestershire, DY13 9EQ.

    6. 25/0592/TPO - Tree Works: G06 – Group of conifer trees – crown lift trees to 2m to create visibility, remove vandalised branches on footpath and fell leaning pine tree to ground level. Land at S380870 272570, Coniston Crescent, Stourport-on-Severn, Worcestershire.

      Recommend Approval.

    7. g) 25/0603/HOU - Two storey rear extension, single storey rear and side extension, first floor side extension and new canopy to front: 16 Prince Rupert Road, Stourport-on-Severn Worcestershire DY13 0AS.

      Recommend Approval.

      Deferred.

    2. 25/0527/FUL - Extension to existing carpark including alterations and reconfiguration of current carpark: Lidl Uk Gmbh Vale Road Stourport-on-Severn Worcestershire DY13 8YJ.

      Deferred.

    3. 25/0538/FUL - Erection of Three Detached Dwellings: 75 Mill Road Stourport On Severn Worcestershire DY13 9BJ.

      Deferred.

  5. ARISING FROM CONSIDERATION OF THE APPLICATIONS FOR PLANNING PERMISSION

    Noted.

  6. DECISIONS ON PAST PLANNING APPLICATIONS

    Members had been circulated with a list of the decisions of the District Council in respect of past planning applications and, it was RESOLVED that the list be noted

  7. EMPTY SHOPS IN TOWN CENTRE, STOURPORT-ON-SEVERN

    Following a discussion, it was agreed that the Town Clerk would contact the Planning Manager at Wyre Forest District Council to ascertain if they could make contact with the owners of the empty shops in the town centre of Stourport-on-Severn as some of the properties required maintenance work to be carried out on them.
