1.     APOLOGIES FOR ABSENCE

2.     MINUTES

It was RESOLVED that the Minutes of the Meeting of the Council held on 10th March 2020 be confirmed as a correct record and signed by the Mayor.

3.     DECLARATIONS OF INTEREST       

Councillor J Thomas declared an Other Disclosable Interest in Agenda Item No. 5g, WF.20/0385/HOU – Erection of three storey building to provide 18 bed short-term accommodation facility with ancillary office space, car parking, landscaping and retention of 14 spaces for use as a public car park at Temporary Car Park, Bridge Street, Stourport-on-Severn, as he is a cabinet member at Wyre Forest District Council and would leave the meeting when the application would be discussed.

4.     MAYORS COMMUNICATIONS

The Mayor and Deputy Mayor’s engagements were circulated and noted.  As the Annual Council meeting had not been held due to “lockdown”.  It was RESOLVED that the current Mayor and Deputy Mayor would continue until a new Mayor/Deputy Mayor could be elected.  The Mayor thanked everyone for helping him, in what had been a difficult year, but had raised almost £4,000 for his two charities.  He also informed Members that he was taking part in a charity walk in memory of his late wife.

5.     APPLICATIONS FOR PLANNING PERMISSION

Consideration was given to consultations by the District Council on the following applications for planning permission, and it was RESOLVED that the District Council be informed of the Town Council response to each consultation, as set out below:

  1. WF.20/0144/HOU – Proposed single storey garage extension to side and single storey Orangery to rear at 17 Kylemilne Way, Stourport-on-Severn, DY13 9NA.
    Recommend Approval.

  2. WF.20/0297/HOU – Two storey rear extension at 17 Moorhall Lane, Stourport-on-Severn, DY13 8RB.
    Recommend Approval.

  3. WF.0336/LBC – Provision of new Fire Escape to rear at 2-3 New Street, Stourport-on-Severn, DY13 8UN.
    Recommend Approval.

  4. WF.20/0344/HOU – Relocation of side boundary fence at 1 Milford Avenue, Stourport-on-Severn, DY13 8QY (revised plans).
    Recommend Approval.

  5. WF.20/0346/HOU – Two storey side extension and canopy to front at 36 Dunley Road, Stourport-on-Severn, DY13 0AX (revised plans).
    Recommend Approval.

  6. WF.20/0357/HOU – Two storey side and rear extensions and loft conversion at 13 Hafren Way, Stourport-on-Severn, DY13 8SJ.
    Recommend Approval.

  7. WF.20/0385/HOU – Erection of three storey building to provide 18 bed short-term accommodation facility with ancillary office space, car parking, landscaping and retention of 14 spaces for use as a public car park at Temporary Car Park, Bridge Street, Stourport-on-Severn.
    Refusal.

  8. WF.20/0388/FUL – Alterations and two storey rear extension with rooms in roof space to refurbish 2no. ground floor shops (A1) and provide 2no. self-contained flats (C3) on two floors above, and erection of two storey building to rear to create 4no. self-contained mews dwellings (C3) at 23-24 Bridge Street, Stourport-on-Severn, DY13 8UT.
    Deferred.

  9. WF.20/0393/HOU – Proposed single storey rear extension at 7 Mitton Street, Stourport-on-Severn, DY13 9AF.
    Recommend Approval.

  10. WF.20/0058/FUL – Change of use of Offices (Use Class B1) to cafe (Use Class C3) at Top Yard, Barracks Road, Sandy Lane Industrial Estate, Stourport-on-Severn.
    Deferred.

6.     ARISING FROM CONSIDERATION OF THE APPLICATIONS FOR PLANNING PERMISSION

It was agreed that Councillor Mrs V Higgs would speak at the Wyre Forest District Council Planning Committee on application number WF.20/0385/HOU – Erection of three storey building to provide 18 bed short-term accommodation facility with ancillary office space, car parking, landscaping and retention of 14 spaces for use as a public car park at Temporary Car Park, Bridge Street, Stourport-on-Severn.  The Town Clerk would inform the Planning Officer at the District Council.

7.     DECISIONS ON PAST PLANNING APPLICATIONS

Members had been circulated with a list of the decisions of the District Council in respect of past planning applications and, it was RESOLVED that the list be noted.

8.     UPDATE FROM COUNCILLOR MRS B DAWES ON SAFER NEIGHBOURHOOD WATCH

Councillor Mrs B Dawes gave Council an update following a meeting with the police and the following was noted.

  • Social distancing was being observed in Stourport-on-Severn.
  • Lots of rubbish had accumulated in Lickhill War Memorial Park following the easing of some lockdown measures.  The Police had visited the park following concerns of people gathering and there had also been a lots of canisters found but these were legal.

Councillor Mrs Martin thanked Councillor Mrs Dawes and the police for the update.  She also added that she had been made aware of an issue at The Angel Inn, Stourport.

Thanks were given to the Parks team and some of the town residents for helping carry out a litter pick around the Lickhill War Memorial Park.

9.     ACCOUNTS

The Town Clerk reported that Accounts for March 2020 totalling £82,020.39, April 2020 totalling £10,228.93 and May 2020 totalling £35,517.86 had been paid since the last meeting and it was RESOLVED that the reports be noted and approved.  A Schedule of the Accounts paid was appended at the end of these Minutes, in the Council’s Minute Book, and was available for general inspection.
