Agenda

  1. To receive apologies for absence.

  2. To confirm and sign the minutes of the Meeting of the Council held on Tuesday 6th October 2020.

  3. Declarations of Interest - to invite Members to declare any Disclosure Pecuniary Interests (DPIs) and/or Other Disclosable Interests (ODIs) in the following items on this Agenda.

  4. Public Question Time.
    Members of the public will be invited to ask questions relating to this agenda or for consideration at future meetings of this committee. Members of the public are allowed three minutes to speak on their subject. There is no expectation of any dialogue or ad hoc discussion with the Town Council members at this time.

  6. To consider the following applications for planning permission, together with any applications received since the publication of this Agenda, and to make recommendations thereon to the District Council:

    a. WF.20/0337/FUL – Proposed 4 No. 3 Bed Detached Dormer Bungalows at Land Adjacent, 7 Hartlebury Road, Stourport-on-Severn, Worcestershire DY13 9NL.

    b. WF.20/0443/FUL – Replacement windows at 52-53 High Street, Stourport-on-Severn, Worcestershire DY13 8BX. Comments: No Issues, Conservation Officer is happy with the proposal.

    c. WF.20/0599/HOU – Erection of porch including alterations to existing roof at 24 Abberley Avenue, Stourport-on-Severn, Worcestershire DY13 0NZ. Recommend approval.

    d. WF.20/0676/FUL – Proposed single storey extension and single storey rear outbuilding for storage at 9 Brindley Street, Stourport-on-Severn, Worcestershire DY13 8JA. No Major concerns, no apparent impact from the proposal on initial inspection.

    e. WF.20/0725/S73 – Minor material amendment to Planning Permission 16/0040/EIA to make changes to apparatus, alignment of footway/maintenance access track and erection of additional security kiosk at Lickhill Pumping Station, Bewdley Road North, Stourport-on-Severn, Worcestershire. Recommend approval subject to a no objection from the Public Rights of Way team.

    f. WF.20/0754/HOU – Demolition of existing conservatory, construction of single storey rear extension and double storey side extension at 22 Moorhall Lane, Stourport-on-Severn, Worcestershire DY13 8RB. Recommend approval.

    g. WF.20/0788/HOU – Single storey side extensions including front canopy at 11 Oakhampton Road, Stourport-on-Severn, Worcestershire DY13 0NR. No immediate concerns from initial inspection.

    h. WF.20/0800/FUL – Renewal of 18/0398/FULL for 5 year temporary period for the siting of a modular two storey demonstration show home (not for residential occupation) at Oakleaf House, Finepoint Way, Kidderminster, Worcestershire DY11 7FE. Recommend approval.

    i. WF.20/0811/TPO – Cedrus deodara – Deadwood and crown clean at Land at OS 380658 271981, Lucy Baldwin Close, Stourport-on-Severn, Worcestershire. No objection.

    j. WF.20/0831/HOU – Proposed Rear Extension and External Changes along with Detatched Garage and Steps / Garden Walling at The Field House, Rectory Lane, Stourport-on-Severn, Worcestershire DY13 0TJ.

    k. WF.20/0834/HOU – Retrospective erection of replacement boundary fence (resubmission of 20/0410/HOU) at 37 Stagborough Way, Stourport-on-Severn, Worcestershire DY13 8SY. This proposal overcomes our original concerns so I have no issues with the proposal now as it includes the required planting buffer strip.

    l. WF.20/0847/CLP – For Information Only – Loft conversion at 13 Orchard Close, Stourport-on-Severn, Worcestershire DY13 9BQ

    m. WF.20/0852/HOU – Two storey side and rear extension detached dwelling at 53 Lickhill Road, Stourport-on-Severn, Worcestershire DY13 8SL. Further Information required.

    n. WF.20/0868/HOU – Single storey rear/side extension at 27 Mitton Gardens, Stourport-on-Severn, Worcestershire DY13 9AE. Recommended approval.

  7. Arising from consideration of the applications for planning permission under Agenda Item 7 above, to determine whether there is any application, or applications, in respect of which the Council wishes to submit representations direct to the District Council’s Planning (Development Management) Committee.

  8. To report the decisions of Wyre Forest District Council in respect of past planning applications.

  9. To receive an update from Councillor Mrs B Dawes on Safer Neighbourhood Watch.

  10. To receive an update from Councillors Mrs N Martin and J Thomas (Cabinet Members of Wyre Forest District Council) and Councillors P Harrison and C Rogers (Stourport County Council Councillors).

    To consider passing the following resolution: “That under Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting during the consideration of the following items of business on the grounds that it involves the likely disclosure of “exempt information” as defined in paragraph 3 of Part 1 of Schedule 12A to the Act”.
